LE Planning Commission reviews huge project

The Lake Elsinore Planning Commission was scheduled to review a proposal for a 1,400-acre development, Alberhill Villages, located west of I-15, north of Hwy 74 and south of Horsethief Canyon Ranch this week.

The proposal calls for more than 8,200 residential units and even includes a college and two lakes. The project was on the Commission’s February 2 agenda and described as follows:

“Work Session Review of the Alberhill Villages Specific Plan (SP No. 2010-02) and related Environmental Impact Report . . . A proposed plan of approximately 1,400 acres will provide 8,244 residential units, distributed over a wide variety of residential unit types and sizes. The plan also includes a University Town Center with 1,532,500 square feet of retail/community space, and medical/office development. Regional and community amenities include a 63.1 acre university for 6,000 students with 1,500,000 square feet of indoor facilities, an 850-student capacity elementary school on a 12 acre site, over 163 acres of natural or enhanced open space with multi-use trails, a 36.8 acre lakeside park with two lakes totaling 39.6 acres of recreational lake facilities, as well as a 45.9 acre sports park. The Alberhill Villages project is anticipated to be developed over a period of approximately thirty (30) years.”

The Press Enterprise reported in November that the proposed Alberhill Villages master-planned community in Lake Elsinore is the biggest in the city’s 128-year history and one of the biggest in the region. An 889-page draft environmental report was available for review and public comment through December 21.

The article noted, “As proposed, Alberhill Villages would have almost twice the number of homes as Canyon Hills, which is now being developed west of Canyon Lake and is earmarked for about 4,200 dwellings . . . Of the proposed homes – planned between Lake Street and the Cleveland National Forest – about two-thirds would be single-family residences and the remainder would be multifamily complexes.”

The Press Enterprise article states that part of the site, which is owned by Castle & Cooke, is occupied by Pacific Clay, a brick-making firm that has been in business under various names for more than a century.

Lake Elsinore Community Services Director Grant Taylor said, “It’s not going to happen overnight. You’re talking a 20- to 30-year plan . . .Castle & Cooke has related to us that they are serious about moving forward with the Alberhill Villages master plan in an effective and efficient manner.”
